Ethiopia to Host the First Session of the Preparatory Committee for the 4th International Conference on Financing for Development
The 3rd Financing for Development Conference was successfully held in Addis Ababa in July 2015. The Conference endorsed the Addis Ababa Action Agenda (AAAA) as the most ambitious global financial framework aimed at mobilizing all types of resources from sources public and private alike destined to the implementation of the sustainable development goals and means of implementation of the 2030 Agenda. Ever since, the AAAA has been widely proven to have served as a globally accepted multilateral cooperation framework for cooperation in the mobilization of finance for the implementation of the SDGs. True to many global commitments entered into in addressing global challenges affecting humanity as a whole, the implementation of AAAA is by any means a steady one.
Challenges such as COVID-19, systemic failures such as the unjust and obsolete international financial system, debt crisis, geo-strategic tension, insufficient and, in some cases, shrinking official development assistance, coupled with slow progress in meeting pledged climate finance, have negatively impacted the implementation of AAAA, and this has disproportionately affected developing countries, particularly the least developed nations and Small Island Developing Countries. Due to these factors, after encouraging initial progress, the implementation of the Addis Agenda needed new momentum. It is also high time that an international sustainable development financial cooperation framework that has been in place for nearly a decade now needs to be reviewed and lessons learned with a view to ensuring the effectiveness of the next FFD.
The 78th United Nations General Assembly was seized with the issue and came up with a Resolution calling for the organization of the 4th International Conference on Financing for Development. This Resolution has acknowledged the previous follow-up efforts and underscored the need to organize a preparatory forum ahead of the upcoming Fourth International Conference on Financing for Development, which is scheduled to take place in Spain in 2025.
Ethiopia, in line with its age-old commitment to a strong multilateral order and building on its track record as a preferred place for hosting big international events, had volunteered to host the preparatory conference of the 4th FFD in Addis Ababa from July 22–26, 2024. The event is taking place at Skylight Hotel. The decision to bestow on Ethiopia the responsibility of hosting the preparatory session of the 4th FfD is based on its diplomatic efforts and a series of productive negotiations with the UN Secretariat. The conference will feature a two-day ministerial segment and a three-day experts’ segment.
The Preparatory Conference, which Ethiopia has the privilege of hosting, is expected to draw participants at the ministerial and government officials’ and senior experts level from all member states, the UN, and representatives of other stakeholders who will deliberate on the progress level gaps encountered in the implementation of the AAAA as an integral part of the 2030 Agenda and identify actions and ideas needed to accelerate mobilization of development finance for the implementation of the SDGs. The outcome of the conference serves as a millstone for the Fourth International Conference that will be held in Spain in 2025.
Despite many challenges at the global level, Ethiopia has taken steps to implement the AAAA since its adoption in July 2015. First and foremost, Ethiopia has shown commitment by adopting and aligning the Action Agenda with national development plans and strategies. In this regard, the 10-Year Prospective Development Plan, the Climate-Resilient Green Economy, the Home-Grown Economic Reform Agenda, and various sectoral policies are all made to align with AAAA. Moreover, Ethiopia has taken bold measures in implementing the priority areas for action outlined in the AAAA, which include domestic resource mobilization, FDI and finance, international development cooperation, international trade debt sustainability, addressing systemic issues, and science, technology, and innovation.
As part of domestic resource mobilization, Ethiopia implemented policy frameworks by focusing on enhancing revenue collection, improving tax administration, and promoting private sector investment. Reforms are being undertaken in a number of areas, including sectoral, structural, and macroeconomic areas. New operational mechanisms are a must to modernize and enhance the tax collection base and capacity. To encourage domestic and international private business and finance, the government has undertaken key policy reforms allowing foreign banks to operate in the financial sector of the country. In view of the broadening financial sector reform and privatization scheme, the government has established the first-of-its kind stock exchange in Ethiopia. Over the years, Ethiopia has seen a significant increase in the number of domestic private banks.
Several key measures were also undertaken to effectively address debt and debt sustainability over the past six years. A new debt directive has been developed and has been under implementation since January 2017. Annual sovereign borrowing is being undertaken on the basis of the medium-term debt strategy of the country, and close monitoring is being undertaken on new loan contracts by Federal institutions and public enterprises. Accordingly, new loan contracts from non-concessional sources have not been contracted for the last six years. While the government has continued to mobilize resources both from domestic and external sources, resource constraints, including rising debt burdens, still pose challenges to sustainably finance development programs.
Therefore, to ensure the implementation of the Addis Agenda and to advance bold and concerted global action to achieve the 2030 Agenda for Sustainable Development, inclusive and resilient recovery, and to set the world on a path towards the achievement of the Sustainable Development Goals by 2030, a renewed political commitment and revitalized global partnership, as well as multi-stakeholder collaboration, are critical.

The Second Generation Ethiopian Diaspora Homecoming Initiative is a commendable effort by the Ethiopian government to reconnect with its diaspora community. This initiative, launched by Prime Minister Abiy Ahmed, aims to bring second-generation Ethiopians back to their country of origin. The homecoming is being executed in three stages between December 2023 and September 2024. Each phase focuses on a distinct thematic area that complements the overarching theme: ‘Back to Your Origins.’ The third phase encourages second-generation diasporas to leave their legacy while enjoying their holiday.
The third phase, titled ‘Leave Your Legacy, Savor Your Holiday,’ commenced on June 17, 2024, and will continue until September 30, 2024. During this period, second-generation Ethiopians returning to their homeland will participate in various activities that bridge cultural gaps and foster connections. The primary goal is to engage them in national volunteerism initiatives, allowing them to contribute positively to Ethiopian society.
Participants in the third phase have the opportunity to make a lasting impact. They can engage in the Green Legacy program, which involves tree planting activities across the nation and by contributing to reforestation efforts, these diasporas leave behind a tangible legacy that benefits both the environment and future generations. Additionally, they can assist vulnerable communities in rebuilding houses and making charitable donations to vulnerable communities, and share their experiences with Ethiopians while enjoying their vacations.
Beyond volunteerism, the homecoming initiative seeks to reconnect second-generation Ethiopians with their culture and history. These second-generation Ethiopian diaspora members visit development works, explore tourism centers, and immerse themselves in the rich heritage of their homeland. Through experiencing Ethiopia firsthand, they gain a deeper understanding of their roots and contribute to preserving the country’s cultural fabric.
The Third Phase of the Second Generation Ethiopian Diaspora Homecoming Initiative also represents a bridge between generations and continents. As these diasporas return to Ethiopia, they not only savor their holiday but also leave an indestructible mark through their acts of kindness and cultural exploration. Through fostering connections and encouraging volunteerism, the initiative strengthens the bond between Ethiopia and its global diaspora community, which creates a brighter future for all.
The initiative is spearheaded and overseen by higher government officials from line ministries, including Ambassador Birtukan Ayano, State Minister of Foreign Affairs and Ambassador Nassise Chali, Chairwoman of the National Committee for the Second Generation Ethiopians Homecoming Initiative and Minister of Tourism.
On the occasion of the 26th International Harari Day celebration, Ambassador Birtukan Ayano recalled, while welcoming second-generation Ethiopians returning to their homeland during the third phase of the homecoming initiative, the call Prime Minister Abiy Ahmed had issued for second-generation Ethiopians to leave their mark in various areas in Ethiopia. During this phase, she said, schools are closed, providing an opportunity for these diasporas to learn more about their heritage. The State Minister also assured that necessary support would be provided to strengthen their participation in investment and other development endeavors, aligning with the Prime Minister’s call and highlighted that the diasporas’ stay in Ethiopia would involve visits to development projects, creating favorable conditions for them to make a lasting impact.
Ambassador Nasise Chali emphasized that members of the diaspora are expected to participate in this year’s Green Legacy tree-planting activities and charity events to leave a lasting mark. The third round of homecoming, which takes place from the onset of the Ethiopian rainy season until September 30, 2024, provides an opportunity for second-generation Ethiopians to deepen their connection with their roots and contribute positively to their homeland.
The third phase of the Second Generation Ethiopian Diaspora Homecoming Initiative, in a nutshell, combines cultural reconnection, volunteerism, and leaving a lasting legacy and represents a bridge between the Ethiopian diaspora and their ancestral homeland, emphasizing shared values and a sense of belonging.

Beijing Foreign Studies University Graduates Amharic Language Students
Ethiopia and China have enjoyed a long history of civilization and culture, sharing many common values essential for mutual cooperation, coexistence, and respect for humanity in general. Currently, the two countries have elevated their ties to an “All-Weather Strategic Partnership,” making Ethiopia the only African nation to share this partnership with China. As a testament to this growing relationship, some universities in Ethiopia offer Chinese language studies, while Beijing Foreign Studies University (BFSU) offers Amharic language studies to Chinese students.
Currently, Beijing Foreign Studies University (BFSU) is the only university in China that offers Amharic language study. From 2013 to 2020, students used to take Amharic as an elective course rather than a compulsory one. More than 70 students are taking Amharic for one or two semesters as a short-term course too. The Bachelor of Arts (BA) degree in Amharic was established in 2020, and the first batch of 11 students graduated on June 28, 2024. The university enrolls students in this program every four years, with the second batch of 16 students set to begin in September 2024.
Last year, a delegation of high-level officials led by Demeke Mekonnen, former Deputy Prime Minister and Minister of Foreign Affairs of the Federal Democratic Republic of Ethiopia, visited BFSU. During this visit, a launching ceremony for an Amharic language textbook for Chinese students, prepared by Dr. Sinkensh Atale Gebre, who serves as an Amharic language instructor at the university, was conducted. Her role in the teaching of Amharic at BFSU is highly commendable.
Taking this into account, the twinship established between Beijing Foreign Studies University and Addis Ababa University stands as an exemplary model of institutional cooperation, manifested in frequent visits, discussions, training sessions, and a proposed reciprocal establishment of centers for mutual studies in both countries.
When we understand each other’s language and culture, it becomes easier to cooperate in other areas of common interest, such as science and technology. The Amharic language teaching collaboration between Addis Ababa University and Beijing Foreign Studies University will undoubtedly further enhance the existing people-to-people ties, with BFSU’s provision of Amharic language studies strengthening relations between the two countries.
